There are some complexities of public law that require a breadth and depth analysis. The work seeks, mainly on some subjects, to demystify paradigms that have been stratified over time, showing mistakes so that legal certainty can be achieved. In order to prevent legal heresies from continuing to proliferate, some themes were chosen for this purpose, due to their importance within the legislative system, while others, due to the need for urgent reflection, due to the scarcity of the subject in legal debates, especially in jurisprudence. The work fills a gap in Brazilian public law.
